The Department of Justice and Community Safety (the department) is seeking an Operational Performance & Compliance Manager, to provide a critical role within Corrections Victoria.

Corrections Victoria is a business unit of the Department of Justice and Community Safety (DJCS). Corrections Victoria's vision is ‘Safer prisons, safer people, safer communities'. Corrections Victoria is responsible for the direction, management and operation of Victoria's prison system and post-sentence scheme.
Marngoneet Correctional Centre and Karreenga Annex is a medium-security facility that houses a mix of sentenced and remand men. It is located 6km north-west of Lara, 20km from the centre of Geelong, and about 70km from Melbourne. The role of the facility is to contain men in custody safely, securely, and humanely, focusing on their individual needs with the aim of providing a successful transition back into the community or on their continued journey through the prison system. The facility has a strong focus on achieving positive outcomes and provides a range of engaged services. Our highly skilled workforce provides supervision and case management and is dedicated to enhancing opportunities to strengthen prisoner pathways.
About the Role
Reporting to the General Manager, the Operational Performance and Compliance Manager provides strategic and operational leadership across IT services, performance monitoring and reporting, procedural compliance, and occupational health and safety (OHS).
The role oversees the delivery of reliable technology support, high‑quality data and reporting systems, and effective local operating procedures (LOPs) and compliance frameworks. It is responsible for maintaining robust OHS and compliance risk management processes, coordinating quality assurance and audit activity, and driving continuous improvement to enhance operational performance and mitigate risk.
The role provides authoritative advice to senior leaders on complex performance, OHS, compliance and IT matters, ensuring Marngoneet Correctional Centre/Karreenga adheres with legislative and departmental requirements and supports the achievement of service delivery outcomes (SDOs).
Some of your duties will include:
- Manage and coordinate the IT team to provide IT support to staff and the people in custody, support the collection of quantitative and qualitative data for analysis, and develop, implement and maintain interactive and effective applications to deliver operational efficiencies
- Manage and coordinate the Performance and Compliance team to develop, implement and maintain Local Operating Procedures (LOPs), records management/archiving processes, compliance frameworks, and OHS management systems.
- Manage and maintain an effective OHS risk management framework, including the development and implementation of OHS risk registers and Safety Improvement Plans

About you
To be successful in this role, you will have:
- Demonstrated experience developing, implementing, and maintaining compliance models or frameworks within a regulated environment.
- Knowledge of assurance methodologies, including quality reviews, compliance testing, control verification, and audit processes
- Demonstrated experience providing expert, evidence‑based advice to senior managers and stakeholders on performance, compliance, OHS, and IT matters
- Demonstrated ability to produce high‑quality, accurate performance reports for senior leaders and external stakeholders
Qualifications
- Not applicable, however, relevant experience within a custodial environment is desirable.
