The Department of Justice and Community Safety (the department) is seeking a Senior Programs Officer (x2), to provide a critical role within Offender Rehabilitation Unit, Rehabilitation and Reintegration Branch.

About the Business Unit

The Reintegration and Engagement Services Division forms part of Corrections Victoria (CV) and is responsible for delivering evidence-based, best practice interventions that contribute to reducing reoffending and improving community safety. This includes quality assurance systems for risk assessment and case management, the delivery of clinical intervention programs and transition and reintegration supports. The Division also has responsibility for the operation of Victoria's post-sentence scheme - a civil, non-punitive scheme that provides for the ongoing supervision or detention of individuals convicted of a serious sex and/or violent offence who have completed their sentence but present an unacceptable risk of committing further serious offences.

The Offender Services and Reintegration division of Corrections Victoria (CV) is responsible for providing best practice interventions which aim to reduce the risk of reoffending including case management, education, training and employment, prison industries and rehabilitation and reintegration supports. The division contributes to a safer community by supporting a safe and humane corrections system that provides opportunities for rehabilitation, support reintegration and works towards Aboriginal self-determination.

The Offender Rehabilitation Unit (ORU) sits within the Rehabilitation and Reintegration Branch and oversees, supports and continuously improves the many trauma-informed programs and services that sit within specific portfolios such as family violence, family engagement and parenting, trauma and women's services, culturally and racially marginalised supports and youth. 

About the Role

The Senior Programs Officer role is responsible for service and program development of rehabilitation programs including psycho-educational, personal development, and transition and reintegration programs and services for people in prison and across the community corrections system.

The advertised roles will have an initial focus on the youth or women's services portfolio. An understanding of the key issues for these cohorts and interest in these portfolios is essential.

The Senior Programs Officer will also actively lead, plan, consult and advise on service and program development, implementation and delivery for people in contact with the adult corrections system. The role will proactively identify emerging issues to ensure responsivity to strategic, operational and service demands, as well as actively contribute to and inform ongoing service and quality improvement of services to ensure best practice is maintained.

Some of your duties will include:

• Design, develop, plan and implement new rehabilitation and reintegration programs and service pathways in accordance with high-level Government strategies, organisational priorities, policies and operations.
• Lead the identification, analysis and response to emerging system issues which inform the delivery of rehabilitation and reintegration programs.
• Lead ongoing service and quality improvements around programs and services within ORU to ensure ongoing alignment with service standards and evidence based best practice.

About you

To be successful in this role, you will have:

• Demonstrated experience in the design and development of complex programs and services for specific cohorts that face additional barriers to rehabilitation.
• Demonstrated understanding and awareness of the key issues impacting the adult corrections system, adjacent complex service systems, and key portfolio areas of youth or women's services.

Qualifications

• A relevant tertiary qualification is highly desirable. However, transferrable skills and experience are equally desirable.
