The Department of Justice and Community Safety (the department) is seeking an Offender Services Manager, to provide a critical role within Dame Phyllis Frost Centre (DPFC).
About the Business Unit
The Corrections and Justice Services (CJS) group, comprising Corrections Victoria (CV), Justice Health and Justice Services, plays an integral role in developing safer and more resilient communities and in delivering a trusted justice and community safety system.
CV is responsible for the implementation of policies, programs and services that ensure the safe and secure containment of prisoners, and that seek to rehabilitate offenders by addressing the underlying causes of offending behaviour.
CV also sets strategy, policy and standards for the management of the state's system of correctional facilities whilst also developing programs for the management and rehabilitation of prisoners and the community-based supervision of offenders.
As part of the CJS group, the DPFC is a 649 bed maximum-security facility for female offenders, and is located within the West Metropolitan Region of Melbourne Victoria.
About the Role
Reporting into the General Manager, the Offender Services Manager is part of the DPFC Executive management team. The Offender Services Manager will show leadership not only in the range of programs provided that address the needs of offenders, but also in ensuring the quality and integrity of programs provided, and in reflecting contemporary innovations in the provision of correctional programs and offender management.
The Offender Services Manager oversees the management of the non-therapeutic programs including prisoner wellbeing, cultural, orientation, parenting, recreational and transitional programs, delivered by a range of CV units, contracted providers and not for profit services providers coordinated by the Offender Services team.
Some of your duties will include:
- Point of contact for all therapeutic interventions at the location and ensures effective interface and collaboration occurs between all service providers at the location via Chairing a weekly Case Planning Review Panel.
- Manage and coordinate the non-therapeutic programs including chaplaincy, cultural, recreational, transitional, orientation, parenting and wellbeing programs and ensure stakeholder collaboration and communication across the location.
- Manage interdependencies and coordination across relevant projects to ensure that information relating to program and services deliverables, risks and issues are effectively communicated between stakeholders (including CV) and that service expectations are monitored and achieved.

About you
To be successful in this role, you will have:
- Demonstrated knowledge and understanding of the Criminal Justice System including (but not limited to) the risk-needs-responsivity framework.
- Demonstrated experience in a management role.
Qualifications
- A tertiary qualification in an appropriate discipline is highly desirable. Demonstrated skills and experience in human services, community development, welfare practice, education or related fields are highly regarded.
