About the business unit
Emergency Management Victoria (EMV), within the Department of Justice and Community Safety, is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, sector specific technology, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary & Chief Executive, and Emergency Management Commissioner, and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
Emergency Management Risk, Preparedness and Capability Branch
The Emergency Management Risk, Preparedness and Capability branch directly supports the Emergency Management Commissioner's legislated responsibilities regarding emergency management planning, risk, and Victoria's critical infrastructure arrangements. It also coordinates training and development programs to enhance sector-wide emergency management capability and manages the Victorian Emergency Management Institute and the state's Aviation arrangements. The teams work collaboratively with regional and state emergency management stakeholders to ensure whole-of-sector preparedness and accountability - including delivering the Victorian Annual Preparedness Program and other strategic whole-of-sector initiatives.
Key Responsibilities
- Design and deliver policies to implement legislative and strategic priorities.
- Contribute expertise and knowledge to formulate and implement strategic responses to complex and sensitive policy issues within an emergency management focus.
- Develop, plan and manage complex strategic projects to ensure project outcomes and milestones are met, including identification and mitigation of project risks and issues, supported by detailed project plans where objectives are clearly defined and action steps for achieving outcomes are clearly specified.
About you
Our ideal candidate will have the following:
- High-level experience in advocating options and advising senior stakeholders on strategy, policy and project requirements.
- Demonstrated understanding and application of strategy and policy development
- Solid project delivery skills
Qualifications
- Relevant qualifications in the areas of policy development and/or project management or equivalent would be advantageous.
