About us

The Commercial Services division provides the Corrections and Justice Services group with expert financial, commercial and performance advisory services and leads engagement with other parts of the Department of Justice and Community Safety on matters including finance, infrastructure, technology and data analysis.

The Contracts and Infrastructure branch is responsible for contract management, commercial oversight and advisory services, as well as the effective management and maintenance of all Corrections and Justice Services prisons and related infrastructure. 

About the role

As the Manager, Contracts and Infrastructure, you will manage Corrections' operational contracts, including the private prison and transport contracts.

Your other responsibilities will include:

  • leading the contract management function, including managing the contractor relationship relating to operational, financial, and contractual risks and issues that may emerge
  • developing and presenting authoritative written documentation and reports on contractual and operational issues to senior management
  • driving and implementing contract initiatives, including undertaking commercial negotiations for required service changes and leading procurement activities, driving value for money and operational excellence
  • managing and leading the delivery of major projects and initiatives for the department in relation to time, cost, scope and quality
  • leading, managing and supporting the Contract and Infrastructure team, including development planning, delegation, quality assurance of work, management of performance and day-to-day operational support.

The role will involve regular travel to prison locations across Victoria and other sites where contracted services are being delivered and may require overnight travel.

About you

As our ideal candidate, you will have:

  • experience in managing complex service contracts
  • expertise in preparing comprehensive reports, including commercial and contractual analysis
  • significant experience in contract administration and comprehensive understanding of Public Private Partnerships
  • high level skills in providing commercial advice for major contracts
  • proven leadership and people management experience.

A qualification in contract administration and/or experience within a correctional environment would be highly regarded.
