The Offender Management Division of Corrections Victoria (CV) is responsible for providing best practice interventions which aim to reduce the risk of reoffending including case management, offending behaviour programs, and transition and reintegration supports. The Offender Management Division is also responsible for the Secretariat of the Victorian Adult Parole Board. The Rehabilitation and Reintegration Branch of the Offender Management Division, is responsible for the design and development of a range of programs and services to effectively facilitate and support positive behaviour change. The Branch holds the following portfolios:

  • Naalamba Ganbu and Nerrlinggu Yilam* (Cultural Integrity and Resilience Unit), supporting Aboriginal programs and policy.
  • Programs and support for women, youth, those with a disability and the ageing.
  • Transition and Reintegration services on entry to prison and through to post-release.
  • Family Violence intervention.
  • Offence specific, offence related, psycho-educational and personal development and wellbeing interventions for serious violent and general offenders.

The Branch also includes an operational unit, facilitating referrals to statewide services, and a quality and standards unit to provide oversight and monitoring of rehabilitation and reintegration service implementation and delivery across prisons and community corrections.

The Senior Programs Officer role is responsible for service and program development of offender rehabilitation programs including offence specific, psycho-educational, personal development, and transition and reintegration programs and services for prisoners and offenders across the correctional system. The Senior Programs Officer will also actively lead, plan, consult and advise on service and program development, implementation and delivery for prisoners and offenders.

The role will proactively identify emerging issues to ensure responsivity to strategic, operational and service demands as well as actively contribute to and inform ongoing service and quality improvement of services to ensure best practice is maintained

As our ideal candidate, you will be required to demonstrate:

  • Experience in the design and development of complex programs and services for vulnerable cohorts
  • Coordination of advice to senior management to respond to programmatic and service delivery issues, including risk management strategies
  • Lead relevant working parties and committees in the development and/or review of programs, services and operational priorities. 
  • Negotiation with various internal and external stakeholders towards the promotion and development of integrated service responses and objectives to the rehabilitation of prisoners and offenders
  • Understanding and awareness of the key issues impacting complex service systems.
